CSHBC matters in progress prior to the June 28, 2024, amalgamation date will continue under the jurisdiction of the new amalgamated college: CHCPBC

On June 28, 2024, the College of Speech and Hearing Health Professionals of BC (CSHBC) will amalgamate with six other health profession regulatory colleges to form the College of Health and Care Professionals of BC (CHCPBC). The multi-profession college will regulate audiologists, dietitians, hearing instrument practitioners, occupational therapists, opticians, optometrists, physical therapists, psychologists, and speech-language pathologists.

As such, effective June 28, 2024, CSHBC will cease operations as a stand-alone college regulating audiologists, hearing instrument practitioners, and speech-language pathologists.

Just as CSHBC has been governed by the Health Professions Act (HPA), CHCPBC will also be governed by the HPA. The Health Professions and Occupations Act (HPOA) will replace the HPA as the governing legislation for regulated health professionals and health profession regulatory colleges in BC, but an in-force date for the HPOA has not been announced. Therefore, the HPA will continue to be the governing legislation for health regulation in BC until the HPOA is in force.

Important: For all CSHBC matters in progress, as of June 28, 2024, falling under the HPA and/or the CSHBC Bylaws, including, but not limited to, registrations, certifications, cancellations, reinstatements, practice assessments/reviews, criminal records checks, complaint investigations, and discipline hearings, please note the following:

The HPA, in a section on amalgamation, provides that:

  1. CHCPBC may continue to exercise a power or perform a duty that began to be exercised or performed by CSHBC before the amalgamation date (section 25.04(1)(a)); and
  2. A CHCPBC committee may continue to exercise any power or perform any duty, that a CSHBC committee having the same mandate began to exercise or perform before the amalgamation date (section 25.06(1)(a))

Consequently, all matters in progress prior to June 28, 2024, will continue under the jurisdiction of CHCPBC and the CHCPBC Registration Committee, Quality Assurance Committee, Inquiry Committee, Discipline Committee, and other relevant CHCPBC committees, effective June 28, 2024.

Regarding complaint investigations and discipline hearings, investigations and discipline hearings not completed prior to June 28, 2024 will continue after the amalgamation date. The CHCPBC Registrar and Inquiry and Discipline Committees will have jurisdiction to decide the outcome of investigations and discipline hearings for files that have not been resolved prior to June 28, 2024.
